Annotation | The article describes the main functions of a parliament, which include lawmaking, budget approving and parliamentary control. The concept of legislative authority in the context of relevant parliamentary action, as well as concepts and roles of legislative referendums are analyzed. The constitutional and legal aspects of a national referendum are studied. Attention is paid to the concept of formal law and related concepts of delegated legislation and law-making power of the head of state and government. Specific features of the process of adoption an act (law) on the state budget in the parliament are determined. Parliamentary control is stated to be a function of the parliament historically focused primarily on the executive branch. The forms of such control recognized in theory and practice of global constitutionalism are analyzed. The powers of the parliament implied by the concept of parliamentary control, and its powers of controlling nature correlated with other functions of the parliament are distinguished. |
