| Annotation | The nature and essence of public authority studied with a view to the categories of «interest» and «relation» are analyzed in the article. The structure of public authority includes three main elements, namely: dominant interest, dominant will reflecting it, and means of ensuring this predominance. The public authority is argued to provide the relationship between the need to meet the interests of society (its subjects) and opportunities of their satisfaction through the activities of the state, its agencies, the whole public structure. The strength or weakness of the public authority is determined by the strength or weakness of such relationship. Accordingly, legal order, legality, democracy in society are in causal relationship with the above dependence. The strengthening of dependence between just public authority and performance of interests of society will contribute to the harmonious and progressive social development. |
