Article Interaction of the European Intergovernmental Legal Orders as the Precondition of the European Law Formation

Annotation The article is devoted to the issues of interaction of the European regional and intergovernmental legal orders with the purpose of harmonization of legal rules, principles and standards within their framework. It defines that the integral part of the European public order are legal systems of the European Union and the Council of Europe as their law- making activity encourages the common European legal rules. The article stipulates that the essential directions of both organizations are providing of democratic stability through Europe; the protection of human rights; cooperation in legal sphere through adoption of common European legal standards as the basis for the unique European legal area; culture, education, youth policy, social field etc. It also defines that involvement of other regional organizations in current lawmaking process is not enough, but nevertheless plays the significant role in harmonization the European legal order. Therefore, the article researches legal grounds of interaction between the Council of Europe, the European Union, the Organization for Security and Cooperation in Europe and the European Association of Free Trade etc.
