| Annotation | The article analyzes in detail the development of the form of representative and direct democracy in the current Constitution. To this matter, the author demonstrates the discussion that occurred during the constitutional process, and the main achievements of the constitutional commissions. The author makes an assumption about the imperfection of the existing forms of democratic governance enshrined in the Constitution. First of all, it concerns the «arbitration» potential of the institute of referendum, the possibilities of its initiation by citizens, guarantees of electoral rights. Taking into account the international experience the suggestions on improvement of the constitutional model of democracy are made. In particular, attention is drawn to the need to expand forms of participatory democracy, which today only fragments presented in the Basic Law. |
