| Annotation | The current constitutional situation is analyzed in the article. Also the necessity of constitutional reform is justified. Key goals of reform are the following: to restore the legitimacy of the Constitution as an act of the constituent power of the people, and to improve the constitutional provisions, especially regarding organization of the government. Only politically unbiased constitutional reform which was developed by the constitutionalists and carried with explicit observance of procedure for amending the Constitution can meet these goals. Ukraine should stay mixed republic. Some proposals for constitutional amendments which are necessary to strengthen parliamentary system and executive effectiveness are introduced in the article. |
