Article Civil Society and the State in the Context of Administrative Law

Annotation An attempt to establish the relationship and interdependence of civil society, state and administrative law is made in the article. The content and essence of the categories «civil society» and «state» are elucidated by the author through the prism of historical and international experience. Special attention is paid to the analysis of assumptions involving the public in the realization of the state authorities. The author concludes that there is a need to systematize the norms of law regulating the interaction between civil society and the state. Emphasis is made on the public and legal nature of the stated norms of law. Reasonability of including a separate law subbranch — the law of the public initiative into the content of the Special administrative law is proved.
