Annotation | The article is devoted to the form of state government as one of the most important social and political phenomena of the state-organized society. The author gives his vision of the notion «the form of government», multifaceted content of which is reflected in theoretical and legal, constitutional and legal, politological definitions. Historical types of societies (caste-state and civil), state, forms of state (monocracy and polycracy) and forms of state government (monarchy and polyarchy) are defined on the basis of some new approaches. General legitimacies of the transition from caste state society (monarchy) to the civil society (polyarchy) are revealed; the specifics of polyarchy at the modern stage are defined. The process of changing the form of government at the post-socialist states is analyzed and tendencies of their development in the conditions of transition period are revealed. Strategic and tactical issues of reforming the form of government of modern Ukrainian state are defined. |
