| Annotation | The article is devoted to substantiation of the scientific approach to the definition of the category «disengagement» in relation to the competence of state power and local self-government bodies. It is proved that the distribution of powers between the state power and local self-government bodies included the establishment of a clear difference in the areas of investigation and finds detection in the functions performed by these bodies, the content and nature of the activity. |
