Article Doctrinal Model of Building a Federal State: Ukrainian Retrospective and Modernity

Annotation This article is devoted to the problems of the genesis of the federal state doctrine in the foreign and domestic legal tradition and its influence on search and determination of the optimal model of territorial structure of Ukraine. Retrospective analysis of the ideas of a federal state in foreign legal science seamlessly presented togather with their genesis in the works of such domestic scientists as Kostomarov, Dragomanov, Podolynskyi, Franko, Grushevskyi, Lysiak-Rudnytskyi and constitutional projects of Eihelman and Dnistrianskyi. Particular attention is paid to the development of ideas of building a federal state in times of Ukrainian independence belonging to our contemporary Chornovol and to the doctrine of regional politics in the first half of 90th of the XX century. The author based on objectively existing economic, ethnic, cultural, religious, historical and other differences in the development of Ukrainian regions, proves the federal model of state development as means for strengthening of Ukraine, and provision of integrity and unity, as an alternative to existing unitary form of the state organization.
