| Annotation | The historical experience of federations functioning created on the basis of national and ethnical factor has been researched in the article, the main problems which could appear during the transformation of the Ukraine into a federation have been outlined. The author suggests the definition of the federation and its main features. Covered are the key issues arising in the federalization process, i.e. in the transition process from unitary to federalism: determination of the optimal number of federal subjects and their territorial limits; differentiation between competence federal public authorities and authorities of the Federation; constitutional regulation in two stages; two-level legislative wording of a common agreement between the constitutions of various levels, between the laws of two levels and regulations – national and federal subjects. |
