| Annotation | The specifics of emergence and operation of unitary form of government is considered in the article. The necessity of distinction between federalism as ideological principle of state power organization and federation as its institutional expression is pointed out; the instability of this form caused by the huge conflict potential in relations between centre and regions is underlined. The reasons of emergence of regional states as a hybrid form in the second half of XX century, which has a perspective of further independent development, are studied. The scientific discussions on form of government of Ukraine are analyzed; the politization of this issue during the political instability is indicated. The author explained the inevitability of evolution of unitary in Ukraine as result of implementing decentralization and reforms of local self-government and territorial division. |
