The problems of determining the content and structure of measure system of criminal legal action are being researched, that are applied if a criminal offense took place from the position of culture-anthropological characteristics allocation. To balance the interests of human, society and the state the necessity of increasing the number of enforcement of both general and specific criminal activities is argumented.
