The problems of changing national electoral legislation and Council of Europe recommendations on electoral reform. Experience of reforming the electoral system in Poland and formulates proposals for electoral legislation of Ukraine. It is shown that the key to the real possibility of national sovereignty is the legality of election procedures. |
