Annotation

This article examines the doctrinal basis for a parliamentary electoral system in Ukraine. The author had explored the features of the parliamentary electoral systems in use in Ukraine in the context of systems analysis, to identify their strengths, weaknesses and consequences of use. The author analyzed the specific manipulation of electoral technologies arising in connection with the use of the parliamentary electoral systems, and the deviation associated with it. The author had studied the historical background and the dynamics of the introduction of the parliamentary electoral systems in advanced democracies. The author had analyzed the regulatory system and the benefits of taking the electoral code of Ukraine. A separate aspect of this article is particularly the introduction of an adequate system of parliamentary election in Ukraine in connection with the introduction of a new form of government.

Based on the analysis of legal experience out comparatively modern states and Ukrainian practice provides guidance on the need to consider a number of factors for the normal functioning of the parliamentary electoral system.
