| Annotation |
The article is devoted to the institution of filing complaints in historical context. The author elucidates the origin of this institution that can be traced back to Galicia, annexed by Austria, where a similar institution for making complaints was established. The author argues that complaints played a significant role at the time of the People’s Republic of Poland, since there were no better legal instruments for the protection of citizens’ rights. It is underlined that nowadays the institute has lost its importance. |
