The article presents an analysis of the legal regulation of external independent evaluation, its conduction. In addition, the article examines the comparative characteristic of this process with the same in Russia — unified state exam. The author reviewed and analyzed the regulatory and legal framework that governs the independent external evaluation. The analysis of the essential opinions of scholars and politics on the issue are also suggested in the article. The author focused on the ambiguity of legal definition of external independent evaluation and analyzes the appropriate fixation in Russian Federation. Questions regarding rules regulating offenses in this range are discussed, and also there are given the ways to solve these problems.
