The article deals with the study of the doctrines prevailing in the various historical periods that became the basis of legal acts, it is done a classification allowing to allocate: religious, liberal, eclectic, interventionist doctrine. It is shown he expediency of separating the interventionist doctrines of hard and soft, and the URSR published in normative legal acts of double standards and declared the actual defining legal policy in this sphere.
