Annotation The article deals with issues of strategic environmental assessment of legislation regulating relations in the sphere of interaction between society and nature. The essence of ecological laws as specific policy instruments that determine the development of society by certain ecological rules for the future period is studied. The relation between legislation and instruments subject to strategic ecological assessment in the context of international legal instruments is analyzed. National legislation is subject of analysis for the possible adequate strategic ecological assessment of draft laws on environmental protection, environmental safety in Ukraine. Particular attention is paid to the analysis of national policy instruments on environmental issues where efficiency of legislation is evaluated, recommendations for its further improvement as well as laws providing review of draft laws on environmental and other issues are provided. The author argues that in Ukraine there is a legal framework the improvement of which can harmonize the national legislation with the requirements of the Protocol on Strategic Ecological Assessment to the Convention on Environmental Impact Assessment in strategic ecological assessment of draft laws. Proposals for inclusion of requirements of the Strategic Environmental Assessment to the Rules of Procedure of the Verkhovna Rada of Ukraine, the Law of Ukraine «On Environmental Protection» and future law on assessment of impacts on the environment are grounded.
