Annotation The article considers conceptional, constitutional, political and law aspects in modernization of the Constitution of Ukraine in the context of territorial organization of public authorities, governance and self-government. It is stated that the amendment of the Constitution, constitutional and legal modernization processes are connected with formation of an integrated system of public authorities, public administration and governance in Ukraine. In particular, this applies to territorial structure of public authorities. In the European understanding governance consists of two parts: institutional and functional. The institutional part outlines the range of management subjects, namely public authority institutions, selfgovernment, civil state, community and citizen self-organization. The functional part is associated with setting up good governance process and public management under the control of civil society. This particular system was formed on Maidan and it should be reflected in the Amended Constitution both on national and territorial levels of public authority organization.
