| Annotation |
The article is devoted to a research of the main causes of armed conflicts and a searching of ways to avoid them. The author emphasizes the idea of peace without war as an impossible utopia and stresses the question of ineffectiveness of international law to stop conducting armed conflicts. State practice in this field is also considered. |
